is it legal for resturants not to have high chairs or anything that can accomadate babys?
I went out to a fancy restaurant yesterday but it was not extremely fancy. And I brought my one year old and they told me they didn't have a high chair . So I said can I bring my stroller and they said no. Finally we got the manager and he said it was fine to bring a stroller. I mean is that legal? I have been to many fancier restaurants and they even have high chairs!!!

By law they are required to have accommodations for handicap people.

There are no laws requiring them to have high chairs.
There is no law requiring restaurants to have high chairs. Sorry but not all restaurants are accomadating to children.
Of course it's legal. It is extremely rude to bring a small child into an upscale restaurant, where the screaming and food-throwing will disturb other customers. Why should you be accommodated in ruining the experience for other diners?
State by state issue, unclear on yours. Many restaurants try to discourage younger patrons by not having high chairs, booster seats or kid's menus. Leave these businesses alone, they obviously don't want kids in their place, but can't legally deny them.
